Bleu and all of her fellow Spy recruits were renamed (by the Engineers) after Depression era outlaws.
Dillinger, Nelson, and Floyd were actually 30’s gangsters. Unlike mobsters, like Capone and Siegel, they were not affiliated with the mafia and turned to a life of crime out of the desperation and poverty.
